Cloud strategy and governance for a public-sector entity — Cloud Native principles, a Cloud Center of Excellence, IaC and automation frameworks, and FinOps chargeback/showback for transparent cost allocation.
Cost transparency
Cloud Center of Excellence
The challenge
A public-sector entity wanted to adopt cloud strategically rather than tactically — with the governance, financial controls and operating model to scale it safely across teams, not just stand up isolated workloads.
They needed a clear path: how to use cloud well, how to govern it, how to keep cost transparent, and how to bring their own teams along.
Our approach
We ran a strategic assessment of cloud adoption and usage, then defined Cloud Native principles and good-practice guidelines for sustainable technological evolution.
We designed the governance layer: a cloud governance model, a Cloud Center of Excellence (CCoE) and operating models, backed by Infrastructure as Code frameworks, automation and version control.
FinOps practices — chargeback and showback — were put in place for transparent cost allocation, alongside strategic roadmaps for financial, operational and technological optimization. Throughout, we enabled the client's teams to own modern cloud-management methods.
The outcome
A clear cloud strategy and a working governance model — CCoE, operating models and IaC frameworks — that lets the organization scale cloud adoption with control rather than sprawl.
Chargeback and showback give transparent, accountable cost allocation, and the strategic roadmaps keep financial, operational and technological optimization on track.
Just as important, the client's teams were enabled to run it themselves, with modern methods embedded rather than rented.

Other engagements
Public-sector body
End-to-end cloud transformation for a public-sector body — a complete enterprise platform built from the initial tenant to production, fully defined as code in Terraform, with networking, security, governance, monitoring, identity and automation.
European international organization
Cloud platform modernization and cost optimization for a European international organization — a very significant reduction in operating costs through rightsizing, resource optimization and architecture review, with Terraform IaC and process automation for lasting efficiency.
